For Eyeshadow That Doesn't Crease
I always recommend applying an eyeshadow primer, and then a small amount of loose powder on top of it with a flat eyeshadow brush. By applying loose powder on top of the primer before eyeshadow you give yourself added protection from those oily creases and another reason for your shadow to stick around all day.

When you apply under eye concealer, sometimes it can appear caky or run depending on how watery your eyes get. Always remember that using small amounts of concealer and building as you go is best, because it's always easier to add product than take it away. By taking a small amount of loose powder and a small face or even contoured eye brush, you can gently press the powder onto the brush, tap it to get excess product out, and then gently press the powder where you've applied concealer.
This sets your concealer and keeps it from running, and doesn't end up looking too thick or heavy. Start small, as too much matte powder under the eyes can look aging, a little bit goes a long way!

Whether you are in between tinted moisturizers or need something in a flash, mixing loose powder with your regular moisturizer is a great way to even out your skin tone. This works only with powders that are the same color as your natural skin, not white powders or white HD setting powders. When mixing you want to use a little more loose powder than moisturizer so you get enough color, and if you feel like you over-do it you can always add more moisturizer to balance it out.
